Kupwara Police Attach Properties of Pakistan-Based Terror Handlers Under ULA(P) Act & CrPC

Kupwara, July 25, 2025: In a continued and resolute effort to dismantle the ecosystem of terrorism and disrupt the support network of terror handlers operating from across the border the Authorities in Karnah Sub-Division including Tehsildar Karnah, SHO Karnah and Revenue Officials have attached properties belonging to Pakistan-based Kashmiri terrorist handlers affiliated with proscribed outfits Hizbul Mujahideen (HM) and Lashkar-e-Taiba (LeT).

The attachments were carried out under Code of Criminal Procedure (CrPC) following orders passed by the Hon’ble Designated NIA Court, Kupwara, on July 16, 2025.

Details of Properties Attached:
1. Abdul Hamid Sheikh, S/o Faqeer Sheikh, R/o Dhani, Karnah
• Affiliation: HM/LeT
• Property Attached: Survey Nos. 162, 260, 287 measuring 03 Kanals and 06 Marlas (abi land)
• FIR: No. 94/2022, P/S Karnah
• Acts Involved: Sections 8/21, 29 NDPS Act; 7/25 Indian Arms Act; 13, 16, 20, 23, 38 UAPA
2. Qazi Khushal Pathan, S/o Qazi Said-ud-Din (alias Qazi Yaseen), R/o Dhani, Karnah
• Affiliation: HM/LeT
• Property Attached: Survey No. 674 measuring 18 Marlas (abi land)
• FIR: No. 07/2024, P/S Karnah
• Acts Involved: Sections 7/25 Arms Act; 13, 18, 20, 23, 38, 39 UAPA; 120-B IPC
3. Manzoor Ahmed Sheikh, S/o Wali Mohammad Sheikh, R/o Nawagabra, Karnah
• Affiliation: HM/LeT
• Property Attached: Survey Nos. 1625, 1626, 1570, 1876 measuring 02 Kanals and 09 Marlas (abi land)
• FIR: No. 07/2024, P/S Karnah
• Acts Involved: Sections 7/25 Arms Act; 13, 18, 20, 23, 38, 39 UAPA; 120-B IPC

The investigation revealed that the above-named individuals currently operating from Pakistan-occupied Kashmir (PoK) were actively involved in radicalizing and recruiting local youth into terrorist ranks apart from orchestrating cross-border smuggling of arms, narcotics and terror funds to foment unrest in the region and elsewhere in Jammu & Kashmir.

The land attached was intended to be used for promoting, facilitating, and funding unlawful and anti-national activities in clear violation of the law and sovereignty of the country.

These terrorists have long operated from across the border while attempting to build support infrastructure locally through sympathizers and handlers. The attachment of their properties serves as a strong deterrent against such elements and sends a clear message that no support to terrorism will be tolerated.

The action marks a significant step forward in the ongoing drive to identify and eliminate the logistical and financial support networks of terrorist organizations in the region. Kupwara Police reiterate their commitment to uphold peace, security, and rule of law and will continue to take strict legal action against anyone found abetting or facilitating terrorism.
