Ganderbal, Aug 18: Serious questions are being raised over the transfer mechanism in the Roads & Buildings (R&B) Engineering Wing, Ganderbal, after back-to-back transfer orders surfaced within just one month.
As per official records, the first transfer order was issued on 26-06-2025 by then AEE Ganderbal, Soleh Salim Shah, vide order no: AEE/SD/GBL/415-17. The list, duly forwarded to SE PW (R&B), involved the transfer of Assistant Engineer and several Junior Engineers (JEs) across the Sub-Division.
Surprisingly, just two days before his own transfer to Gund Division, the same officer issued yet another order — AEE/SD/GBL/537 — reassigning the same set of Assistant Engineer and Junior Engineers to the same locations. Unlike the first, this order was not copied to SE PW (R&B) Circle Ganderbal, raising suspicions about its intent and propriety.

It’s pertinent to mention here, that This is the peak working season for ground-level projects such as road macadamisation, building construction, and other developmental works. At this crucial stage, AE’s and JE’s play a vital role in monitoring and supervising the ongoing works across every district of Jammu & Kashmir, particularly in Ganderbal district, which also holds significance as the home constituency of Chief Minister Omar Abdullah.”
Observers say such irregularities are not isolated, but rather symptomatic of larger issues plaguing the R&B transfer process across Jammu & Kashmir. Concerns over transparency, accountability, and misuse of authority continue to grow within the department, with locals urging higher authorities to intervene and review the transfer practices.
