Srinagar, Feb 21 : The government has sought information from the teaching staff of the School Education Department regarding pursuing Post Graduate degrees in various disciplines during in-service.
Deputy Secretary to government, Masood Ahmad Wani said that on directions of the administration, the department needs to submit information regarding pursuing of post graduate degrees in various disciplines during in-service by incharge lecturers, masters and teachers so that it will finalize the seniorities.
According to the news agency—Kashmir News Observer (KNO), the officer said this in a communique to Directors of School Education of both Jammu and Kashmir regions.
“I am directed to request you to kindly furnish details of incharge lecturers, masters and teachers discipline wise having pursued their Post Graduate Degrees in various disciplines during service in regular as well as distance mode and are not fulfilling the conditions as laid down in 2017 as per the formats prepared by the department,” it reads.
He said that the discipline-wise consolidated information as per devised formats should reach the School Education Department within two weeks time positively thereby enabling this Department to take further necessary action in the matter.
Stating the conditions laid down by the government in an order issued on November-2017 reads that, “The University or the institution awarding the degrees through distance mode are UGC recognised and Established by an Act of Parliament or State Legislature.”
It also reads that the courses offered are approved by Distance Education Council (DEC) or All India Council for Technical Education (AICTE).
“The in service candidate, who have acquired their degree through Distance Mode prior to the issuance of Jammu and Kashmir Private Colleges (Regulation & Control) Rules 2005 shall be treated as recognised and valid, provided the Universities or the institutions from which they have obtained their degrees are recognized as per UGC guidelines and are DEC or AICTE approved,” it reads.
The conditions further states that the courses in Science subjects where practicals are part of curriculum, the concerned University shall certify that the practicals have been conducted from the main campus of the University as envisaged in Clause (VI) of the government order issued in 2012.
“The degrees obtained through Distance Education Mode from off-campus which have been established by the State Universities beyond their territorial jurisdiction shall not be recognised.
“The in-service candidates should have obtained their degrees after seeking proper permission from the Competent Authority at the relevant point of time and the promotion of in-service candidates including Distance Mode degree-holders. shall be performance- based and their regularisation will be effected strictly as per their last three years’ performance in their respective disciplines,” it reads—(KNO)
