DDC Bandipora reviews District CAPEX Budget 2025–26; Discusses Roadmap for 2026–27

BANDIPORA, APRIL 04: District Development Commissioner (DDC) Bandipora, Indu Kanwal Chib, today chaired a comprehensive review meeting at the Conference Hall, Mini Secretariat Bandipora, to assess the progress under the District CAPEX Budget 2025–26.

At the outset, the DDC undertook a detailed review of the expenditure status, examining department-wise performance including funds released, expenditure incurred, and progress achieved on ongoing works.

A sector-wise review was conducted covering key departments such as R&B divisions of Bandipora, Sumbal, and Gurez; PHE Bandipora and Sopore; Irrigation & Flood Control (I&FC); Power Development Department (PDD); Mechanical Irrigation Division (MID) Shadipora; Ground Water Division Srinagar; and Rural Engineering Wing (REW). Progress across vital sectors including Education, Health, Youth Services & Sports, Agriculture, Sheep Husbandry, and Handicrafts was also reviewed in detail.

The DDC further reviewed works being executed under Untied Grants, District Development Council (DDC) Grants, Aspirational Block Development Scheme (ABDS), and Samridh Seema Yojana, taking stock of physical and financial progress.

Emphasizing efficient governance, the DDC stressed the importance of timely completion of works, optimal utilization of funds, and strict adherence to prescribed quality standards.

During the meeting, specific directions were issued, including timely submission of requisite data and progress reports to the District Administration. Expressing concern over delays in certain sectors, the DDC directed officers to accelerate execution and proactively resolve bottlenecks.

The meeting also deliberated on the roadmap for formulation of the District CAPEX Budget 2026–27. The DDC directed all departments to initiate advance planning, identify priority projects, and ensure that proposals are realistic, need-based, and aligned with the district’s developmental objectives.

During the meeting, the District Development Commissioner issued a series of directions to ensure effective implementation and monitoring of developmental works across the district. She directed DYSSO Bandipora to provide list of Schools which have not been provided sports equipments over the past two years.

 Stressing accountability, she called for expediting completion of works under Urban Local Bodies, and stressed that physical verification of works be conducted to ensure transparency. Additionally, she ordered an enquiry into the savings reported by the executing agencies under various works approved under DDC, BDC and PRI particularly in Gurez sub division and expressed serious concern over the dismal performance of R&B Gurez, MC Sumbal and Hajin, and the Ground Water Division, JAKEDA seeking explanations from the concerned departments.

The Deputy Commissioner underscored the need for enhanced inter-departmental coordination and a proactive planning approach to ensure streamlined and efficient execution of future works.

The meeting was attended by the Chief Planning Officer Bandipora; Superintending Engineer, R&B Circle Bandipora; Assistant Commissioner Development; Assistant Commissioner Panchayat; Chief Medical Officer; Chief Agriculture Officer; District Sheep Husbandry Officer; Executive Engineers of R&B, PHE, PDD, MID, I&FC, Ground Water, and REW; District Youth Services & Sports Officer; Assistant Director Handicrafts; Block Development Officers; Executive Officers of Municipal Committees, and other concerned officers.
