Waheed Parra slams delay in confirmation of JKAS 2019 officers’ probation

Srinagar, Oct 11, KNT: Peoples Democratic Party (PDP) leader and legislature Waheed-ur-Rehman Parra has expressed serious concern over the prolonged probation period of Jammu and Kashmir Administrative Service (JKAS) officers of the 2019 batch, urging the government to implement the Central Administrative Tribunal (CAT) Jammu Bench’s directions for their confirmation without further delay.

Parra noted that despite completing five years of service, these officers continue to remain on probation—well beyond the four-year limit prescribed under SRO-386. He said the delay in their confirmation is not attributable to the officers but rather to the government’s failure to conduct the mandatory departmental examinations.

“Years of service, still on probation. JKAS 2019 batch officers have completed 5 years of service, far beyond the 4-year limit under SRO-386, yet remain unconfirmed. The delay isn’t their fault, departmental exams were never held, and even the CAT Jammu Bench has directed Govt to confirm their probation,” Parra said in a statement on Friday.

He added that the officers have served Jammu and Kashmir with utmost sincerity, yet continue to face administrative indifference despite clear service rules and a court order in their favour.

“Despite clear rules and a court order, there’s no action. These officers have served J&K with sincerity. Urging the Chief Minister Omar Abdullah to act on the Tribunal’s directions without delay, such prolonged inaction erodes morale, breeds corruption, and punishes merit,” Parra said.

The PDP leader appealed to the government to uphold fairness and institutional integrity by ending the undue delay in confirming the probation of deserving officers who have already completed the requisite service period. [KNT]
