Official says working to address delay issues; no BOCA meeting held since August

Srinagar, Dec 08 (KNO): Residents living around the Dal and Nigeen areas have once again raised concern over alleged delays in construction permissions by the Lake Conservation and Management Authority (LCMA), claiming that despite completing all formalities, their files have remained pending for months.

The residents told the news agency—Kashmir News Observer (KNO) that the LACMA’s slow approval process has left many genuine applicants in limbo. “Every time we visit the office, officials say the file is under process. It has been months now,” a resident from Nishat said.

Locals alleged that no progress has been made since the last BOCA meeting in August, resulting in dozens of pending residential and repair cases. “People are losing patience. We have followed every procedure, yet there is no decision,” another applicant said.

When contacted, Executive Engineer LCMA Division-II, Mueed Rasool, told KNO that the authority is aware of the issue and is working to address it. “We are processing the pending permissions. Applicants must ensure that their drawings and documents are structurally verified. Once the process is complete, permissions will be issued accordingly,” Rasool said.

According to a review of official records by KNO, the LCMA’s Building Operations Controlling Authority (BOCA) has met only twice in 2025 so far, on April 12 (137th meeting) and August 02 (138th), compared to more frequent meetings in previous years, during which a greater number of files were cleared.

KNO had earlier reported that residents had accused the LCMA of unnecessary delays in granting construction permissions and blamed internal bottlenecks within the authority for holding up approvals—(KNO)
