Chief Secretary reviews Hon’ble LG action tracker status in Leh

Leh, March 30, 2026: The Chief Secretary of the Union Territory of Ladakh, Shri Ashish Kundra, today chaired a review meeting in Leh to assess the progress of the Hon’ble Lieutenant Governor’s (HLG) Action Tracker. The meeting was attended by all Administrative Secretaries of UT Ladakh, while some officers joined virtually.
During the meeting, the Chief Secretary carried out a detailed department-wise review of directives issued under the HLG Action Tracker, covering key sectors including the Deputy Commissioner Leh, Public Works Department, Housing and Urban Development Department, Public Health Engineering and Irrigation & Flood Control, Tourism, Transport, Rural Development, Agriculture and Horticulture, Industries, Power Development, Youth Services and Sports, and Civil Aviation. The review focused on priority areas, timelines, current status, and latest progress of various initiatives.
Special emphasis was placed on urban beautification and environmental enhancement measures. The Chief Secretary directed that large cement and clay flower pots be procured through local methods from Likir village and installed along central verges with seasonal flowers.
The meeting also reviewed the progress of profiling unemployed youth in Leh and Kargil districts, which is to be completed and submitted at the earliest. It was informed that the employment portal is ready, and directions were issued to ensure that all vacancies are uploaded for easy public access. The Chief Secretary further instructed that the portal be launched through a coordinated programme involving private sector stakeholders, PSUs, and market associations.
Development of model villages, including Stok as a heritage village and Likir as a pottery village, was also discussed. Measures for protection and maintenance of newly planted saplings, including fencing and use of treated STP water for irrigation, were emphasized.
The Chief Secretary directed that a joint presentation be prepared by the Public Works Department, Deputy Commissioner Leh, and APCCF to ensure better coordination and understanding of implementation processes.
Concerns regarding drainage and sewage systems in old town areas, especially in narrow streets and market zones, were taken up, with directions to initiate improvements on a priority basis. The Chief Secretary also stressed the need to introduce traditional façade signage in market areas, starting with one pilot market in consultation with local associations and completing the work on a fast-track basis.
The issue of stray dogs was discussed in detail, with directions to the Housing and Urban Development Department to identify capable NGOs, prepare a comprehensive plan within one week, and accelerate sterilization efforts. The need for organized vending zones to address roadside vegetable market congestion was also highlighted.
The meeting further reviewed initiatives related to social media branding, adventure tourism clearances, installation of a clock tower, introduction of hot air balloon activities, and promotion of Ladakh branding in public transport. Directions were issued to improve public transport infrastructure, including better-designed bus shelters, improved waiting areas, and flexible route planning based on public convenience.
The feasibility of developing a “Valley of Flowers” at Warila and addressing the shortage of gardeners were also discussed. The Chief Secretary recommended involving local Sowa Rigpa experts for large-scale plantation of medicinal plants under a project-based approach. Additionally, discussions were held on strengthening the police control room strategy and finalizing a comprehensive CCTV deployment plan.
In his concluding remarks, the Chief Secretary emphasized the importance of inter-departmental coordination and directed all departments to present consolidated updates in a structured presentation format, focusing on key issues and ensuring effective monitoring through a master list.
